Spain's the only one of the 32 member states refusin' to get on board with the new spending target. But, as an EU member, they ain't the ones in charge of their own trade policy anymore—that's handled by the EU Commission.

The Politics of Pencil PushingNATO's set a new ball rollin' with a plan to boost defense spending to 5% of GDP by 2035, with 3.5% goin' directly to the military, and the rest into military infrastructure that could be used for dirty business. Spanish Prez Pedro Sánchez, however, thinks Spain's already kickin' ass at defense with their current 2% of GDP. He emphasized that it's "enough, realistic, and in line with our welfare state." His country's sovereignty needs respect, he said, and they got some agreed guidelines with NATO on what they gotta contribute to the alliance's defense capabilities. And the Spanish military swears they can meet those requirements just fine, thank you very much.

The Diplomatic TangoThings ultimately ended up smoother than a buttered biscuit for Spain, with a promise of a review in 2029 for those new planning goals. There's some sweet, side agreements too: According to diplomats, NATO Secretary-General Mark Rutte wrote Sánchez a letter promising that Spain wouldn't have to reach the new 5% target if they could provide the required capabilities for less moolah. Sounds peachy, right? Well, Brussels ain't buyin' it—they reckon it's unrealistic.
