The EU-US trade surplus in 2024 corresponded to less than three percent of the total trade between the EU and the US. However, the tariffs target a wide range of EU products entering the US, increasing costs for EU exporters and potentially harming the export-oriented German economy, which may be significantly affected due to the tariffs making products more expensive and hindering trade.

The move escalates trade tensions, as the EU has already prepared retaliatory tariffs on €21.5 billion worth of US imports, which are scheduled to take effect shortly after the US tariffs come into force. This risks a full-blown trade war with reciprocal tariff increases on both sides.

The EU has a trade deficit in services with the US, so the EU had a trade surplus in goods and services of only 50 billion euros in 2024. Economic sectors potentially affected include automobiles, aircraft, medical devices, IT equipment, and industrial machinery, as indicated by the EU’s ongoing public consultations on countermeasures covering around €95 billion in US imports.

Regarding negotiation strategies for the EU in response, the EU has indicated readiness for retaliation but also continues dialogue attempts to de-escalate tensions. The EU's approach involves a combination of imposing targeted retaliatory tariffs and pursuing diplomatic engagement with the US to address both the tariffs themselves and underlying issues such as trade imbalances and sector-specific disputes.

Maintaining unity among member states and coordinating responses to balance economic interests and political considerations is crucial, given the diverse economic profiles within the EU. The EU may also leverage international trade bodies like the World Trade Organization (WTO) to challenge tariffs that may violate trade agreements.

In summary, the EU faces an immediate economic challenge due to Trump's 30% tariffs, prompting a mix of retaliation and diplomatic efforts aiming to protect its exporters while seeking to negotiate a reduction or removal of the tariffs to avoid a prolonged trade conflict. The EU Commission is ready to continue working towards a mutually agreeable solution to the trade conflict with the US.

It is unclear if negotiations with the EU are ended for the time being, as optimists in Brussels believe Trump may be building up a threat to gain more in any continuation of negotiations. The EU is a major market power with around 450 million citizens in 27 countries, and the EU-US relationship is the most comprehensive bilateral trade and investment relationship in the world, accounting for almost 30% of global trade in goods and services and 43% of global GDP. In 2024, transatlantic trade in goods and services amounted to around 1.7 trillion euros, with the EU and the US being each other's most important trading partners.
