Seven years before the 2024 Christmas market disaster in Magdeburg, then-mayor Lutz Trumper had already expressed concern about the lack of uniform anti-terror guidelines across municipalities. In a 2017 letter to the Saxony-Anhalt interior minister, Holger Stahlknecht (CDU), Trumper emphasized the need for specific rules to govern anti-terror measures, arguing that left to their own devices, individual municipalities might not act decisively enough.

Trumper's letter to Stahlknecht, obtained by the German Press Agency (dpa), is a call for clarity. He believed that suitable measures should be prescribed or recommended to ensure a consistent approach in the state. Trumper, a former president of the Association of Cities and Municipalities in Saxony-Anhalt, aimed to establish clear-cut regulations following the Berlin market's 2016 terrorist attack. "Security is not a game," Trumper explains today, "municipalities cannot shoulder the burden of anti-terror measures on their own."

Unanswered Requests

Recently, representatives of the city, the market operator, and the police have all denied culpability for any shortcomings in securing the market area in the parliamentary inquiry into the attack. It seems that all parties looked to place the blame on others, suggesting a lack of coordination during such crucial events.

Saxony-Anhalt's Interior Ministry did not heed Trumper's request for more streamlined guidelines in 2017. Stahlknecht was of the opinion that broad, ministry-recommended standards for municipalities might not be helpful in practice. Instead, the police headquarters were instructed to be present at significant events and coordinate with security authorities and organizers regarding safety concerns following the Berlin attack.

Support through Flexible Measures

According to Stahlknecht, adaptability is key to effective protection. State police would continue to advise municipalities and collaborate with them at large public events using "situation-appropriate measures." A guide titled "Security Concepts for Large Events," which has been in circulation since 2012 and was updated in 2019, serves as a resource for planning, approving, implementing, and reviewing such events.

Tragically, just before Christmas 2024, an attacker, Taleb A., drove a vehicle through the Magdeburg Christmas market, resulting in six deaths and over 300 injuries. The attacker's vehicle rammed through the market between a pedestrian crossing and a concrete block barrier.
