Iran and the U.S. exchanged talks on May 31, and Iran affirmatively responded to receiving "fragments" of a U.S. proposal. However, Foreign Minister Abbas Araghchi pointed out ambiguities in the text. The Iranian foreign ministry spokesman Esmaeil Baqaei was skeptical of the U.S. proposal, as it seemed to lack the essential components of previous negotiations mediated by Oman. Baqaei disclosed that Iran will soon submit its own proposal to the other side through Oman. "Our proposal is reasonable, logical, and balanced, and I cannot emphasize enough how much we recommend the American side values this opportunity," Baqaei expressed. Iran’s deputy foreign minister Majid Takht-Ravanchi suggested that Iran's response will constitute "a framework for agreement."

Parliament Speaker of Iran mentioned that the U.S. proposal was devoid of lifting sanctions, a critical demand for Tehran, which has grappled with the brutal sanctions for years. Israel has been all guns blazing since the October 7, 2023, deadly attacks by Tehran-backed Hamas, triggering their offensive on Gaza. As a countermeasure, Iran's top security body has threatened to strike back at Israeli nuclear facilities if Israel were to attack Iran.

The UN nuclear watchdog convened a Board of Governors meeting in Vienna that will continue until Friday, discussing Iran's nuclear activities among other topics. IAEA chief Rafael Grossi urged Iran to cooperate fully with the agency to ensure Iran's nuclear program is for peaceful purposes only. Iran has warned European powers of countermeasures if they back a draft resolution accusing Iran of non-compliance.
