The Uniting for Ukraine (U4U) program, established by the Department of Homeland Security on April 27, 2022, as a humanitarian response to the Russian invasion of Ukraine, has remained unchanged in its policy regarding temporary legal status for Ukrainians.

Launched as a private sponsorship parole process, the U4U program allows Ukrainians to apply for travel authorization from Europe and enter the U.S. legally with a U.S.-based sponsor supporting them, bypassing the need to cross the U.S.-Mexico border irregularly. Since its inception, the program has continued to function, reducing irregular border crossings by offering a lawful pathway.

A review of the program's status from 2022 through July 2025 reveals no reported policy modifications or changes to the U4U program's core structure or legal basis. The program remains focused on providing urgent humanitarian relief tied to the ongoing conflict in Ukraine.

Contrary to some reports, the Trump administration, which returned to power at the beginning of the year, has not revoked the temporary legal status of around 240,000 Ukrainians. Instead, Trump has stated that U.S. authorities will work with people from Ukraine.

The U.S. refugee assistance program, United for Ukraine (U4U), has allowed Ukrainians to stay in the U.S. for two years if they had sponsors. By September 2023, over 150,000 people had participated in the U4U program. However, there has been no suspension of the program as of the current date.

Despite the Trump administration's tightened immigration policies, the U4U program continues to operate as originally designed, providing a vital lifeline for Ukrainians fleeing conflict. The program serves as a testament to the U.S.'s commitment to offering humanitarian aid and support during times of crisis.
