Trump grants extended stay for Ukrainian refugees amid ongoing conflict

The Uniting for Ukraine (U4U) program, a humanitarian parole initiative designed to assist Ukrainians seeking refuge in the United States, has remained in limbo since its suspension by the Trump administration in January 2025.

Launched under the Biden administration, the U4U program offered Ukrainian refugees the opportunity to stay in the U.S. for renewable two-year periods, with work authorization and health coverage available to those who had a U.S. sponsor. However, the Trump administration's decision to halt new applications and program operations effectively put a stop to the issuance of new travel permits and decisions, leaving approximately 120,000 Ukrainian refugees in the U.S. at risk of losing their legal protection and facing potential deportation as early as August 15, 2025.

Despite President Trump's reported support for Ukrainians to remain in the country until the war ends, the program was not revived, meaning that individuals admitted after August 16, 2023, are losing their parole status on a rolling basis. While some protections under other immigration statuses such as Temporary Protected Status (TPS) exist, they are separate from the U4U parole program and require separate applications and renewals.

Legal challenges and notices regarding parole and work permits for these immigrant groups persist, but as of now, there has been no official reinstatement of the U4U program. The suspension of the U4U program came immediately after Trump's inauguration, with the U.S. suspending the refugee assistance program for Ukrainians.

It's important to note that the U4U program was not the only initiative affected by Trump's tightened immigration policies. The administration's decision to suspend the U4U program was part of a broader effort to restrict immigration into the U.S.
