Trump commands federal departments to prepare for mass job cuts and a hiring strategy focused on employee departures

In a surprising turn of events, tech mogul Elon Musk has found himself at the heart of the US government's modernisation efforts, particularly in the realm of technology and workforce policies. On his first day in office, President Trump signed an executive order that established the Digital Asset and Government Efficiency (DOGE) and called for agencies to set up DOGE teams. These teams are tasked with modernising government technology, a move that reflects Trump's commitment to digital transformation. Musk, who has been heavily involved in the administration's workforce policies, has been working in a temporary "Special Government Employee" (SGE) status within the US government. This role allows him to contribute his expertise without undergoing usual bureaucratic hiring procedures. The SGE designation is part of a personnel restructuring approach aimed at increasing efficiency and rationalising staff through technology adoption. However, Musk's involvement has not been without controversy. Some law enforcement and public safety offices have already seen their hiring paused, and concerns have been raised about Musk's access to sensitive government systems and data. These concerns have led to lawsuits and alarm among some quarters. The U.S. Digital Service (USDS) has been renamed as the U.S. DOGE Service, with Musk's Department of Government Efficiency at its centre. The order aims to implement widespread layoffs across government, prioritising offices subject to administration efforts to shutter parts of the government and employees whose work is not required in statute and who typically face furloughs during government shutdowns. The order requires agencies to hire only one new employee in non-exempted roles for every four who leave, leading to significant attrition. Agencies will also present plans for large-scale reductions in force. Notably, the hiring freeze carves out the military, positions related to immigration enforcement, national security, or public safety. The administration's efforts to shutter at least the U.S. Agency for International Development, the Consumer Financial Protection Bureau, and the Education Department without required involvement from Congress have been met with resistance. The USAID efforts are largely paused under a federal court-issued restraining order. Some experts consider Musk's actions to be a constitutional crisis, given the potential for widespread layoffs and the administration's attempts to bypass Congress in certain areas. Despite this, Trump previously tasked DOGE with key responsibilities relating to workforce reduction. As the situation continues to evolve, it remains to be seen how Musk's involvement will shape the future of the US government and its workforce. Employees who were at USDS before the rename have been sidelined, and concerns about the impact on public safety and government efficiency persist. In the meantime, Musk continues to face legal pushback for his role in government contracts, with allegations of circumventing federal appropriations and other statutes. The future of Musk's involvement in the US government remains uncertain, but one thing is clear: his presence has brought a new level of intrigue and controversy to the world of politics.
