Peace Talks Between Ukraine and Russia Stalled Amid Territorial Disputes

Peace talks between Ukraine and Russia have reached a stalemate, with both parties holding onto maximalist demands concerning territorial control over Donetsk, Luhansk, Kherson, and Zaporizhzhia.

According to reports, French President Emmanuel Macron stated that during a call with European leaders, U.S. President Donald Trump expressed a desire for a ceasefire, but emphasized that Ukraine's territorial issues cannot be negotiated without its president, Volodymyr Zelensky.

Russia, however, insists on recognition of all occupied territories as Russian sovereign land, including the full Donbas region, Kherson, and Zaporizhzhia, along with guarantees that Ukraine will not join NATO and will limit its military capabilities. Ukraine, on the other hand, demands a full withdrawal of Russian forces, restoration of its territorial integrity, return of prisoners, and strong security guarantees.

In terms of territorial concessions, Russia demands that Ukraine recognise Russian sovereignty over the regions it has occupied. Ukraine, however, rejects any recognition of Russian annexation or sovereignty claims on these regions and insists on the return of all occupied territories under Ukrainian control as part of any peace deal.

The ongoing peace talks are deadlocked because Russia demands territorial recognition and demilitarization of Ukraine, essentially seeking Ukrainian surrender, while Ukraine and its European partners demand full territorial restoration and security guarantees excluding Russian influence. No proposal offering partial territorial concessions has been accepted by Kyiv, and Russia insists on maximalist gains in eastern and southern Ukraine.

The situation in Donetsk has rapidly deteriorated this week, with Russian forces making important advances to the north east of Dobropilia. The current line of contact is being considered as a starting point for negotiations, which marks a change in tone from previous positions.

The meeting between Trump and Putin in Alaska is intended to bring an end to the grinding war, specifically on the U.S. side. However, the outcome of the meeting is likely to be a high-stakes gamble. Russia has also rejected the idea of ceding parts of occupied Ukrainian land, and Putin is playing for time during diplomatic negotiations.
