Summit Between Trump and Putin Ends Without Breakthrough on Ukraine or Arms Control

The highly anticipated summit between U.S. President Donald Trump and Russian President Vladimir Putin, held in Alaska on August 15, 2025, concluded without any announced agreements or concrete deals, particularly concerning the ongoing Ukraine conflict and arms control.

The main focus of the discussion was the Russo-Ukrainian War, but the summit failed to produce a ceasefire or concrete steps forward. Trump later suggested that Ukraine should cede territory to end the war, implying he viewed the resolution as dependent on Ukrainian concessions. No public agreements on arms control or other key issues were reported following the meeting.

The summit was the first face-to-face meeting between Trump and Putin as sitting presidents since 2019 and the first Russia-U.S. presidential meeting since the invasion of Ukraine in 2022. Putin’s visit was notable as it was his first to a Western country since the war started, despite facing an ICC arrest warrant for alleged war crimes. The summit was held on a U.S. military base, a first for U.S.-Russian presidential meetings.

In the lead-up to the summit, Trump and Putin have been coordinating their positions. Trump admitted that he may not be able to deter Putin from further attacks on Ukraine, but previously threatened "very serious consequences" for Moscow if Putin did not end the fighting in Ukraine.

Among the demands from Europe, led by German Chancellor Friedrich Merz, is that Ukraine must be at the table for any follow-up meeting. However, the summit talks excluded European and Ukrainian leaders, including Ukrainian President Volodymyr Selenskyj. Trump showed readiness to have the USA participate in security guarantees for Ukraine outside of NATO, a departure from previous U.S. policy.

Trump apparently sees tariffs as a stronger lever than sanctions. There is a fear that Trump and Putin could agree on territorial concessions by Ukraine to Russia, which Kyiv categorically rejects. The USA believes it could quickly bring the Russian economy to its knees if necessary.

The summit began late in the evening Central European time (around 21:30), with the hope that it would lead to a resolution of the ongoing conflict and improved relations between the two nations. However, as the summit concluded, tensions and the conflict remained unresolved.
