Russian President Vladimir Putin reportedly signaled his acceptance of this idea at a recent summit, marking a shift from his strong opposition to Ukraine's NATO membership. The security pact, if implemented, would replicate the effect of NATO’s Article 5, which commits member countries to mutual defense, but would not be formal NATO membership nor under NATO treaty obligations.

Discussions regarding the implementation of this plan are ongoing, with major questions still unresolved. These include which countries would contribute troops, intelligence, naval presence, or air support. Ukrainian President Volodymyr Zelenskyy emphasized that the plan remains political and conceptual at this stage, awaiting further definition of infrastructure and roles.
