Heavy Rains and Thunderstorms Forecast Across Multiple Regions in the Philippines

The Southwest Monsoon, known as "habagat," is currently affecting the country, bringing moderate to heavy rainfall across various parts of the Philippines. According to the Philippine Atmospheric, Geophysical and Astronomical Services Administration (PAGASA), regions including Zambales, Bataan, Metro Manila, Calabarzon, Mimaropa, and the Bicol Region are expected to experience enhanced rains and gusty winds due to the combined effect of the monsoon and the recently exited Tropical Storm Isang.

Forecasted Rain Areas and Risks

Moderate to heavy rains (50-100 mm) continue mainly over western and southern Luzon, Palawan, and some Visayan and Bicol regions, with localized flooding possible, especially in urbanized, low-lying, and river-adjacent areas. Landslides may occur in highly susceptible mountainous or hilly locations, particularly where soils are saturated from previous rains. The presence of a low-pressure area (LPA) east of Baler, Aurora, which may become a tropical depression, can enhance rain intensity over northern Luzon provinces.

Safety Advisories

Residents in flood- and landslide-prone areas are advised to stay alert for sudden water level rises and avoid traveling in hazardous conditions. It is essential to monitor weather updates from PAGASA for real-time warnings and advisories. Residents should avoid crossing swollen rivers or floodwaters and be prepared for possible evacuation in highly vulnerable communities. Exercise caution during afternoon and evening thunderstorms, which remain common under monsoon conditions.

Areas Not Affected

No new regions were added to the list of regions where moderate winds and moderate coastal waters are forecast. The weather conditions forecasted for the rest of the country and elsewhere in the Philippines do not include moderate to heavy rains that could lead to flash floods or landslides. Elsewhere in the Philippines, winds will be light to moderate.

Stay updated through PAGASA advisories and follow local government instructions for safety. The weather bureau issued this warning in its 4 a.m. bulletin on August 23, 2025.

  1. The Southwest Monsoon (habagat) is also affecting Davao, potentially causing heavy rainfall in this region.
  2. In Pampanga, the weather may be affected by the Southwest Monsoon and the low-pressure area (LPA) east of Baler, Aurora, which could intensify rainfall in the area.
  3. Environmental-science research may find it essential to study the impact of the heavy rains and thunderstorms on the river-adjacent areas of Zamboanga during this weather event.
  4. The forecast does not indicate heavy rains for Manila, but residents should still exercise caution during afternoon and evening thunderstorms as they are common under monsoon conditions.
