Budget Crisis and the Traffic Light Coalition's Quick Resolution

In light of the constitutional court's ruling, the Traffic Light coalition and the CDU/CSU are working to rapid defuse the budget crisis. Chancellor Olaf Scholz (SPD) anticipates a swift resolution, despite postponing the final meet of the Budget Committee on the 2024 budget and CDU/CSU's demand for a government statement next week. They are even open to a video conference of the parliament's Council of Elders this week, stressing the urgency of the situation.

Last week, the court declared the reallocation of 60 billion euros in the 2021 budget null and void. The money, initially intended for a coronavirus loan, had been earmarked for climate protection and modernizing the economy. However, the judges ruled that the state may not reserve emergency loans for future years, potentially putting further billions for future projects at risk.

In response, the Ministry of Finance has blocked certain commitments of all ministries for future years as a precautionary measure. Consequently, the scheduled adjustment meeting of the Budget Committee also got canceled.

Scholz emphasized the coalition's plans to stick to its policies in social, climate, and economic areas. He highlighted the importance of continuing to develop welfare state, modernize the economy, and initiate ecological transformation, maintaining Germany's competitiveness and protecting the climate.

SPD leader Lars Klingbeil, however, urged caution against rushing into adopting the 2024 budget. He argued that while a quick decision is necessary, making hasty mistakes should be avoided. Similar sentiments were echoed by CDU's Helge Braun, emphasizing swift decision-making without compromising the budget's integrity.

Union Writes to Chancellery and Bundestag President

CDU/CSU sent letters to Wolfgang Schmidt (SPD), Head of the Chancellery, and Bundestag President Bärbel Bas (SPD) demanding a swift government statement on the budget crisis. They suggested using the November 28 Bundestag session to address the issue and suggested holding a Council of Elders meeting soon before the next session.

The Impact on the Welfare State and Social Policy

The budget crisis has potential ramifications on the welfare state and social policy. The CDU/CSU is keen to negotiate the debt brake rule in exchange for cuts in government consumption, including social benefits and subsidies. They envision streamlining security income and offering stronger incentives to work.
