Heavy Rains Cause Flooding and Disruptions Across Northeastern States

Flash floods hit New York City, New Jersey, and Maryland on Thursday, causing swift water rescue teams to respond and leading to road closures, train suspensions, and power outages.

In New York City, several vehicles became submerged in floodwaters, forcing swift water rescue teams into action. Major roads, including the Long Island Expressway, Cross Island Parkway, FDR Drive, and the Clearview Expressway, were closed during the height of the storm. A retaining wall behind a home gave way in a rockslide in New York, adding to the chaos.

The state of New York had pre-positioned emergency vehicles, power generators, and other resources ahead of the storm, but the saturated ground in New Jersey worsened the impact of the flooding. Acting Gov. Tahesha Way reported flooding across several major highways in New Jersey, and a state of emergency was declared in 14 counties in the state, with the state's operations center fully activated.

Some services on the Long Island Rail Road and New Jersey Transit were suspended during the storm. Passengers on the stranded train had to wait about 2 hours before emergency crews could get them to safety. In Montgomery County, Maryland, officials reported "considerable flooding" and some water rescues. At least four rescues were reported in the Bethesda and Potomac areas of Montgomery County, according to the Montgomery County Fire & Rescue Service.

Heavy rain may have fallen during the late afternoon rush hour in Montgomery County, and could continue well into the evening. In Philadelphia, flash flooding occurred, resulting in the death of a person in Mt. Airy, Maryland. Parts of New Jersey, including Plainfield, are facing additional damage due to flooding, as they are still recovering from recent deadly storms.

The Northeastern states were not the only ones affected by the heavy rains. More than 1,400 flights were canceled in the U.S. on Thursday, with New York City's airports and D.C.'s Reagan National Airport seeing the biggest impacts.

During flash floods, it is crucial to stay indoors and avoid all unnecessary travel, as roads and public transit can be inundated or closed due to flooding and water damage. Never attempt to walk, drive, or bike through flooded streets or roadways, as floodwaters can be dangerously fast and deep, posing serious risks including vehicle stranding or being swept away. Stay away from low water crossings and find alternate routes if driving, since these areas are especially hazardous during heavy rain.

In New York City specifically, avoid subway travel during heavy rains because flooding has been known to inundate platforms and disrupt service, putting passengers at risk. Stay indoors during thunderstorms and keep away from windows to avoid injury from storm debris or sudden water intrusion. It is also important to heed state of emergency declarations and official advisories urging people to stay indoors and off the roads.
