Tomsk's Sambo Center Project Faces Delays Due to Historical Regulations

Tomsk Encountering Hurdles with Sambo Center Project:

Tomsk is facing challenges in the completion of the Sambo Center due to the stringent requirements established for buildings within the boundaries of Tomsk's historical district of federal significance. The authorities are currently working on amending the specific regulations to accommodate the project. Dmitry Mahiny, the mayor, reported this during a review of the city administration's activities in 2024.

Previously, plans for the two-story Sambo Center were revealed to be under construction on Karl Marx Street near the sport complex "Youth". The contract for project-research work was sealed in 2024, with a budget of 9.9 million rubles. The project was scheduled to be completed by the end of December 2024.

"Last year, we encounter a challenging situation when the contractor failed to finalize the Sambo Center project due to requirements outlined in the regulation for the historical district's boundaries of federal significance. These regulations impose certain stipulations regarding height and other parameters of the building," said Mahiny.

Historical Tomsk: Pros and Cons of the Regulation Borderlines

"If MinculGT approves the decision for building the Combat Sports Center and Sambo Center, we shall continue," Mahiny emphasized.

It was announced previously that the MinculGT directive, approving the boundaries of the historical district of Tomsk, came into effect in July 2024. This decree restricts construction and protects historical artifacts within the boundaries — they cannot be demolished, reconstructed, or lost without restoration. The city and regional administration believe that the document needs revisions due to several controversial provisions.

Regulations for building within historical districts often involve:

  1. Architectural Consistency: Ensuring new structures adhere to the historical architectural style of the area.
  2. Preservation of Landmarks: Protecting existing historical buildings and landmarks by limiting construction near them.
  3. Environmental Assessments: Conducting assessments to minimize the environmental impact of new construction.
  4. Community Involvement: Incorporating local community input and approval processes for new development.

For specific details about the regulations affecting the Sambo Center project, it is essential to consult local government resources or contact the relevant authorities in Tomsk.
