Todd assumes position as head of House Finance Committee

A New Face in Charge of the Finance Committee

In a recent shakeup, Kyle T. Yamashita, the long-standing Chair of the House Committee on Finance, has been given the boot, with Chris Todd of Hilo stepping into the role, effective May 7, 2025.

Yamashita's reign as Finance committee chair didn't start on the best footing, as turbulent end-of-session conference committee hearings three years ago left most lawmakers scratching their heads, questioning what was being asked of them in a race against the legislative clock.

Despite the rocky start, former House Speaker Scott Saiki stood by Yamashita during his second year as Finance chair, praising his growth from his initial stint. However, new House Speaker Nadine Nakamura, in her first session as speaker, decided to shake things up and gave Yamashita a pass for the time being.

Surprisingly, Nakamura kept Yamashita in the limelight at the end and mid-point of the session, alongside other House leaders and key committee chairs. Nevertheless, she announced Todd as his replacement in a memo, offering no explanation other than Todd's readiness to step up as Finance committee chairman.

Speaking on the change, Nakamura expressed, "Leadership transitions are an inevitable part of any organization's journey. The House has chosen to venture in a new direction with Chris Todd leading the Committee on Finance." She went on to show appreciation for Yamashita's dedicated service and valuable contributions to the Legislature.

As for Todd, the Big Island Democrat had filled a vacant seat in 2017 at the behest of Governor David Ige. Now, as Finance Committee Chair, he's ready to reshape the financial policies of the Hawaii Legislature. His new role reflects a larger overhaul of House leadership under Speaker Nadine Nakamura.

Yamashita has yet to comment on his sudden ousting from the Finance committee chair position.

Meanwhile, there's no word on who will replace Todd as Majority Caucus Leader, as House leaders are restricted from holding simultaneous committee chair positions.
