Bavaria has announced a series of policy changes affecting families, housing, energy, and social services. The adjustments include new levies, subsidies, and support programmes set to roll out over the next two years. Some benefits will be reduced or phased out, while fresh initiatives aim to address child protection and employment for people with disabilities.

Starting on January 1, 2025, the Bavarian Family Allowance and crèche subsidy will no longer be available for children born on or after that date. However, families already receiving these payments will keep them until their child reaches three years old. This change marks a shift in financial support for new parents.

A new water levy of 10 cents per cubic metre will also take effect, increasing household costs by roughly €5 per person annually. Meanwhile, the state’s rent cap, known as the *Mietpreisbremse*, will extend to 285 cities and municipalities from the new year. The measure aims to control rising housing expenses in affected areas. Local governments will gain additional funding through renewable energy projects. They will receive 0.2 to 0.3 cents per kilowatt-hour generated by new wind turbines and solar installations subsidised under the Renewable Energy Act. This revenue is intended to support municipal budgets. In 2026, several new social measures will launch. An independent ombuds office will open in January to handle disputes involving youth welfare services. Later that year, a central child protection hotline will be established at the State Youth Welfare Office. Grants of up to €10,000 will also become available for inclusive job fairs aimed at people with disabilities. The state care allowance for long-term care will drop from €1,000 to €500 per year beginning January 1, 2026. This reduction follows other adjustments to social benefits. Politically, Bavaria will hold its local elections (*Kommunalwahlen*) on March 8, 2026. Voters will choose mayors, municipal councils, district administrators, and district councils, with possible runoffs on March 22. The state parliament (*Landtag*) election is also scheduled for autumn 2026, though no exact date has been set.

The changes will bring both financial adjustments and new support systems for residents. Families with young children, renters, and those relying on long-term care will see the most direct impact. Local governments and job seekers with disabilities may benefit from the new funding and initiatives planned for the coming years.
