Al H. entered Germany in late 2022, slipping through EU asylum regulations intended for his return to Bulgaria. Due to failed locating attempts in June 2023, his deportation didn't take place.

Ott sees the deportation policy fumble as potentially contributing to the crime, pointing to a systemic failure that needs addressing. He insists on a ministry shuffle, separating migration tasks from repatriation procedures.
