In a bid to enhance border control and combat illegal migration, the Russian political party, "New People," has proposed the introduction of a mandatory digital passport for foreign citizens coming to Russia for study or work purposes. The proposal, named "Migrant ID," has been presented to Russian President Vladimir Putin and Prime Minister Mikhail Mishustin.

Alexei Nechaev, the party chairman, estimated there are approximately 680,000 illegal migrants in Russia, about whom the authorities know little. He emphasized that the measure will help limit the transfer of funds abroad, as migrants often transfer amounts significantly exceeding their official salary, according to Nechaev.

The new digital passport system aims to track migrants even before their arrival in Russia. Foreigners will be required to fill out an online application providing information about their education, qualifications, health status, criminal record, potential employer, and intended place of residence.

Upon verification of the information, the applicant will be issued a QR code for entry. After entering the country, foreign migrants must provide information about their bank account, place of residence, and official place of work within a week.

At the border, mandatory biometric identification is planned for foreign citizens. Russian language proficiency testing is also planned for foreign citizens at the border.

To finance the project, the "New People" party proposed increasing the cost of patents for labor activity by one and a half times. The process will be paid for, with a proposed fee of 5,000 rubles.

The lack of an effective control system is the reason for the unknown status of these migrants, according to Nechaev. He concluded that the government should not subsidize chaos.
