THW North Rhine-Westphalia Conducts Major Emergency Exercise
The Technical Relief Agency (THW) in North Rhine-Westphalia recently held its second significant exercise over the weekend at various locations. This exercise, known as FULEX, involved over 1,000 helpers demonstrating their capabilities in various scenarios.
One of the most urgent tasks during the exercise was the restoration of the energy supply, a responsibility that fell to the 'Power Supply' group within the THW. They ensured the power supply for the pumps used in the special groups 'Water Damage/Pumps', who had to master the failure of pumps in a wastewater treatment plant and installed pumps with a total capacity of 45,000 liters per minute.
State Secretary in the Ministry of the Interior of North Rhine-Westphalia, Dr. Daniela Lesmeister, praised the commitment of the deployment forces, acknowledging the valuable addition of THW to fire departments and aid organizations for both civil and disaster protection and daily operations.
The special groups 'Water Hazards' conducted an evacuation exercise in Düsseldorf Rhine harbor, involving ten boats and two working platforms. Meanwhile, the 'Unmanned Aerial Systems' team practiced taking aerial photographs with drones at major damage events such as flood disasters.
The logistics units ensured the well-being of the exercise participants, including meal preparation, supplying units with consumables, and repairing defective equipment. The 'Mobile Flood Level' team set up several flood measurement points, and the 'Clearing' special group demonstrated skills in dyke construction.
Behind the scenes, specialists in leadership and coordination were active, supporting the exercise leadership in controlling and coordinating FULEX.

The generalists of the 'Rescue' and 'Emergency Supply and Emergency Repair' groups will be in action during the upcoming weekends. In September 2025, rescue and retrieval exercises involving people, animals, and property were conducted in Mönchengladbach by organizations such as the fire department and water rescue services, which are explicitly exempted from bans on water activities and allowed to perform official rescue drills.
Nicolas Hefner, THW State Representative for NRW, highlighted the importance of training under realistic conditions in a protected space for emergency situations. The exercise demonstrated the up-to-date know-how of the deployment forces during this critical training.
