Revealed: Progress Falls Short in Mecklenburg-Vorpommern's Peatland Protection Efforts

The Agriculture Ministry's previous strategy for peatland protection, led by Minister Till Backhaus (SPD), has drawn criticism from the State Audit Office. According to their latest annual report, the rewetting of drained peatlands, a key objective of the strategy, has only been achieved to about 30 percent. The initial target was to rewet an area of 49,000 hectares by 2020, but only around 15,000 hectares have been successfully revitalized.

The water level restoration in drained peatlands is considered a critical climate change mitigation strategy in MV. Experts estimate that about 30 percent of all CO2 emissions in the region stem from dried peatlands. Historically, peatlands were drained to increase agricultural land, leading to the decomposition of peat and subsequent emission of CO2.

  • Sloppy Work:Backhaus dropped the ball, according to the Audit Office. Criticizing him for failing to evaluate progress regularly and adjust strategies accordingly, the office pointed out that the shortcomings were evident as early as 2015.*

The Ministry of Agriculture has indicated in the audit office report a series of future actions aimed at enhancing the peatland rewetting process. This includes increases in funding and additional staff at water and soil associations and at the State Offices for Agriculture and the Environment.

  • Game Plan:To achieve climate protection goals, the ministry plans to lay a strategic foundation with the proposed State Climate Protection Act, a climate protection measures catalog, and a peatland protection and land use strategy.*

While the State Audit Office encourages the swift completion of the State Climate Protection Act, its current status and potential impact on peatland protection goals remain unclear. The legislative period is set to end in approximately a year.

  • Running Out of Time:The Federal Association for Environment and Nature Conservation (BUND) in MV, led by Corinna Cwielag, hopes for the Act's prompt approval. The Red-Red coalition had originally planned such a law in the 2021 agreement.*
