Penang Unveils Comprehensive Resilience Strategy to Futureproof State Against Uncertainties

The Penang state government has launched the Penang Resilience Strategy (PRS), marking a significant step towards futureproofing the state against a range of uncertainties and challenges, particularly climate change, urban disruptions, and socio-economic shifts.
The PRS is Malaysia's first state-level, comprehensive plan, and it aims to build resilience by preparing Penang for future disruptions through integrated efforts grounded in local knowledge, shared values, and collaborative governance.
Chief Minister Chow Kon Yeow emphasized the need to build resilience beyond growth and competitiveness due to global climate disruptions, demographic transitions, and rising urban pressures. He highlighted that the PRS is not just about recovery, but about building systems that anticipate, absorb, and evolve in response to various challenges, including climate, economics, health, and social issues.
The strategy focuses on enhancing Penang’s capacity to manage climate-related risks, urban challenges, and economic uncertainties by fostering adaptive strategies that ensure social cohesion, environmental sustainability, and economic dynamism. This includes strengthening infrastructure, improving social inclusivity, and promoting policies that capitalize on Penang’s strengths while addressing vulnerabilities to climate impacts and disruptive changes in society and the economy.
The PRS strategy aligns with key frameworks such as Penang2030 and the Green Agenda. The Penang State Town and Country Planning Department (PLANMalaysia) will lead the implementation of the PRS. PLANMalaysia will coordinate efforts, align with broader planning frameworks, engage stakeholders inclusively, and integrate resilience into urban development, land use, and infrastructure strategies.
The PRS represents years of collaborative effort rooted in shared values, local knowledge, and global insights. It is a people-first, data-informed, and action-oriented strategy. The state launched the Pledge for a Resilient Penang, calling on all sectors to embed resilience into everyday decisions.
