Ukraine, well, Ukraine had a taste of both German and Soviet occupation. Some nationalists were hopping mad about the Soviet domination, but as for joining forces with the Nazis, that never quite happened.
After the war, the Soviet Union didn't precisely offer reparations to these regions. Instead, they were integrated into the Soviet Union, with a hefty dose of Soviet control. The focus was on rebuilding, not forgiving.
Now, in a later squabble, the Transnistria War (1990-1992) was more about identity and territory rather than a rematch of the good ol' WWII alliances. And, who should step in but everybody's favorite meddler, Russia.
