In an unexpected turn of events, the Taxpayers' Association of Saxony-Anhalt has lodged a criminal complaint against the CDU parliamentary group in the state parliament. This action comes following allegations of misappropriation of taxpayers' money, a matter the association disclosed on Monday. The association claimed that the CDU group had received questionable allowances totaling at least 113,250 euros for certain functions.

The root cause of this controversy stems from a parliamentary reform implemented in 2020, which only allowed the president of the state parliament, vice presidents, group chairpersons, and parliamentary directors to receive additional compensation for their roles. However, the CDU parliamentary group was found to have unlawfully paid additional funds for specific parliamentary functions from its group funds, as revealed by an examination of its accounts.

In 2021, the group reported payments of 66,000 euros, while 47,250 euros were paid in 2022. This practice has also been criticized by the State Court of Auditors, which stated that such payments were incompatible with the Members of Parliament Act in Saxony-Anhalt this summer.

Additional research by the Deutsche Presse-Agentur uncovered that the only parliamentary group in the state parliament paying allowances to certain positions was the CDU. In contrast, all other parliamentary groups confirmed they did not provide such allowances.

Upon being contacted about the criminal complaint, Guido Heuer, the CDU parliamentary group chairman, acknowledged that he was unaware of any such charges. However, he asserted that the CDU parliamentary group had consistently kept the state parliament administration informed about all income and expenditure.

This case has raised questions about the CDU's adherence to financial regulations within the parliament. Under the 2020 parliamentary reform, few positions were permitted to receive additional compensation, and payments for special parliamentary functions from parliamentary group funds were banned.

The Taxpayers' Association and the State Court of Auditors have both expressed concerns over the CDU's allowance payments, with the former claiming the reported payments for 2021 and 2022 exceeded the permitted amount. This issue seems to have created a divide among the parliamentary groups in the state parliament, with the CDU being the only group that seemingly practiced this payment system.
