In a shocking turn of events, a woman was kidnapped and allegedly raped at the 7 Clans First Council Casino & Resort in Oklahoma on Sunday, Aug. 17, 2025. The casino, one of five tribal casinos in Oklahoma owned and operated by the Otoe-Missouri Tribe of Indians, was the scene of the horrific incident.

Two men, Luis Miguel Dominguez and Jose Fernando-Lux Morales, were located by police in Arkansas City, Kansas, in connection with the case. Dominguez was transported to a local hospital for medical care, while Morales remains in custody.

According to the victim's testimony, she was sexually assaulted by both Dominguez and Morales outside the tribal casino and "while traveling through Arkansas City." The woman found in the car with the men told police she had been taken against her will from the tribal casino.

Dominguez has been charged with aggravated kidnapping, rape, and aggravated criminal sodomy. He is subject to an immigration detainer from the United States Department of Homeland Security and is currently in custody on a $1 million bond. It's unclear why Morales has only been charged with aggravated kidnapping and not rape and aggravated criminal sodomy, as has Dominguez. The Arkansas City Police Department says it continues to investigate the case.

The First Council Casino is the largest casino in Oklahoma, boasting 1,200 slot machines and two dozen live-dealer table games, including craps, roulette, and blackjack. The casino also features an on-site 146-room hotel, an indoor water park, and an events center.

In Kansas, a person found guilty of rape faces up to life in prison and fines of up to $500K. The most serious punishments are reserved for those whose victims are underage.

It's important to note that the current regulatory landscape empowers Immigration and Customs Enforcement (ICE) with significant new funding and legal authority to detain a far larger population of immigrants, including many without criminal convictions, often held on immigration detainers originating in local jails. This results in increased detention durations, expanded family detention, and intensified deportation actions with substantial civil rights and due process implications for detainees.

Dominguez has a lengthy rap sheet in Kansas, including failure to pay child support, failing to appear in court, operating a vehicle without a valid driver's license, and domestic battery. Morales remains in custody on a $500K bond.
