Astonishingly, even a decade after its introduction, Bavaria remains short by over 70,000 daycare spots in 2022, as per a recent study by the Bertelsmann Foundation. Addressing this issue is crucial, given the legal obligation by 2030, as recommended by the "State Monitoring of Early Childhood Education Systems." In Bavaria, only about 30% of children under three were looked after in daycare centers in 2021, which is less than the national average. Moreover, 42% of parents expressed the desire for a childcare spot for children in this age group, presenting a substantial disparity between aspiration and reality.

The study also pointed out that around 98% of parents desired a daycare spot for older children, yet the childcare rate fell to 92% in 2022. Moreover, the crèche group childcare ratio in Bavaria is unfavorably 1:3.6, while the national average is 1:3. In kindergarten, it is even worse at 1:8, with only two-thirds of working hours devoted to childcare when considering vacations, sick days, and team meetings. Experts advise a ratio of 1:3 in the crèche group and 1:7.5 in kindergarten.
