Strengthened Defense Alliance Between Germany and Norway

Germany and Norway have announced an intention to deepen their strategic partnership, with a focus on cooperation in areas such as peace and security, energy security, and research and technology. The joint statement, published on Monday, serves as the basis for future joint activities between the two countries.

The visit of Norway's Prime Minister Jonas Gahr Store to the Chancellery was the occasion for the announcement of this expanded German-Norwegian partnership. The defense ministers of both countries will drive these priorities forward through a new bilateral defense agreement.

The deepened cooperation involves enhancing defense and space capabilities between Germany and Norway. The partnership places particular emphasis on research and innovative technologies as a central theme. The existing cooperation in the development of space capabilities will be intensified. Both Germany and Norway see potential in space to further strengthen their partnership.

The expansion of cooperation includes a focus on maritime cooperation, specifically an integrated operational partnership in the North Atlantic and the North Sea. This partnership aims to improve protection of critical underwater infrastructures.

The intention is to meet future challenges by developing the necessary capabilities in key areas together. The goal is to create a long-term framework for the German-Norwegian defense partnership.

The defense minister responsible for advancing the priorities of the deepened German-Norwegian defense agreement within a new bilateral defense alliance is Boris Pistorius. He holds the office as of 2025 and is actively involved in strengthening Germany’s defense capabilities and international partnerships.

The partnership does not specify any timeline for the implementation of these expanded cooperation efforts. The agreement does not disclose any financial commitments or resources allocated for the expansion of the strategic partnership.

The countries intend to support each other in their respective regional defense plans within NATO. In addition to maritime initiatives, the partnership aims to strengthen cooperation on land as well.

The joint statement was published on Monday on the sidelines of Norwegian Prime Minister Jonas Gahr Store's visit to the Chancellery. The intention to expand the strategic partnership focuses on improving the protection of critical underwater infrastructures and fostering research and technology collaboration between Germany and Norway.
