Germany's Federal Digital Minister, Karsten Wildberger, has initiated a significant anti-bureaucracy drive, aiming to reduce bureaucratic costs by a staggering 16 billion euros - equivalent to about 25% of current expenses across federal agencies.

At the heart of this reform is the proposed "one-in-two-out" rule for regulation, which means for every new administrative requirement introduced, two existing ones must be eliminated to offset the regulatory burden.

Wildberger has called for a ministerial meeting and created a "relief cabinet" to systematically dismantle bureaucratic structures, restore autonomy and trust to citizens and businesses, and modernize state functions. He has requested all federal ministries to submit concrete proposals for cutting bureaucracy by mid-September 2025.

The minister's approach emphasizes eliminating significant regulatory burdens rather than making only incremental reductions, aiming for substantial deregulation and simplification of the administrative landscape.

This initiative forms part of broader government efforts to simplify governance and reduce red tape, such as speeding up construction permits and digitalizing administrative processes. Wildberger's Digital Ministry, consolidated with a wide remit over digital transformation and federal IT administration, is central to implementing these reforms efficiently.

Wildberger's office will be responsible for bureaucratic reduction projects, contacting various ministries to inquire about the status of these initiatives. The minister believes that sustainable change requires direction, courage, and perseverance, as well as political will.

The minister's statements were made to the "Bild" newspaper, indicating a serious commitment to bureaucratic reduction. Wildberger, a member of the CDU party, aims to reduce decades of bureaucratic concrete in Germany, focusing on giving citizens and businesses more responsibility.

Deregulation and trust in the creative power of people bring economic growth and social progress, according to the minister. For every new burden, there must be double relief elsewhere, according to the "One-in-two-out" rule.
