In the ongoing conflict between Ukraine and Russia, key territorial proposals have emerged, with a focus on Russia maintaining control of the Donbas region and a partial withdrawal from other areas. These proposals, however, remain uncertain due to the continuing conflict dynamics and diplomatic hesitations.

US Senator Marco Rubio has reportedly put the number of Russian soldiers killed in the past month at 60,000, a stark reminder of the human toll this conflict has taken. Independent Russian media outlet Mediazona, on the other hand, has confirmed the identity of 121,507 Russian soldiers killed in Ukraine between February 24, 2022, and July 31, 2025.

More than 100,000 Russian soldiers have reportedly been concentrated in the Donbass region, a fact that has raised concerns among Ukrainian officials. In response, Ukrainian President Volodymyr Zelenskyy has proposed raising the age restriction for conscript men leaving the war-torn country from 18 to 22 years. He has also warned against a false peace with Russia, stating that a fake peace would not last long and would only encourage Russia to occupy more territory.

The potential territorial changes discussed between Trump and Putin regarding the Ukraine conflict include Russia's demand to control the Donbas region and to formally exclude Ukraine from NATO membership and Western troops presence. Putin reportedly indicated he would agree to freeze the current front lines in Kharkiv and Zaporizhzhia and relinquish some territory in the Kharkiv, Sumy, and Dnipropetrovsk regions. This marks a shift from his 2024 demand for control over all four regions Russia annexed in 2022, including Donetsk, Luhansk, Kharkiv, and Zaporizhzhia.

Diplomatically, Keir Starmer, British Prime Minister, has demanded security guarantees for Ukraine ahead of the planned summit between US President Donald Trump and Russian President Vladimir Putin. Meanwhile, Moscow is cautious about immediate high-level peace talks with Ukraine's leadership and emphasizes the need for Russia's inclusion in security guarantee negotiations.

In the midst of these negotiations, Turkey's President Recep Tayyip Erdogan has welcomed the progress in peace talks in Istanbul and repeated his offer to host a summit of the heads of state. Ukrainian President Volodymyr Zelensky is expected to come to Berlin for video conferences about the future of his country.

On the battlefield, a team of Ukrainian special forces has destroyed a radar station on the Russian-occupied Crimea. Russian forces continue to infiltrate Ukrainian defense installations east and northeast of Dobropillia using sabotage and reconnaissance groups. Some commanders in the Donbass compare the massive troop concentration to World War II, indicating the scale of the ongoing conflict.

However, Ukraine remains skeptical of Russia's intentions and demands strong security guarantees from NATO and the US. Steffen Bilger, parliamentary business manager of the Union faction, believes that Ukrainian citizens receiving benefits should accept jobs, even if they don't match their previous profession. The final decision on changing the age restriction lies with parliament, with discussions already underway to ease exits for men aged 18 to 24.

Despite the many challenges, there are signs of resilience. Many minors who fled the country and did not return after turning 18 due to fears of exit restrictions are now expected to return. Marie-Agnes Strack-Zimmermann, chairwoman of the Defence Committee in the EU Parliament, expresses great nervousness among Europeans about the meeting between US President Donald and Russian President Vladimir Putin.

Viktor Orban, Hungarian Prime Minister, has stated that Ukraine has already lost the war against Russia, a sentiment that underscores the gravity of the situation. Yet, the people of Ukraine continue to fight for their sovereignty and territorial integrity.
