Frank-Walter Steinmeier, the German President, and Sauli Niinistö of Finland, voiced their concerns regarding Russia's involvement in refugee migration, suggesting the Kremlin instrumentalizes refugees as a diplomatic weapon to destabilize Western states.

During a press conference in Bonn, Niinistó pointed out that unauthorized migrants have been entering Finland from Russia, traveling via Moscow before presumably paying for assistance. According to the Finnish president, these migrants have been undocumented and risk posing challenges for national security and human rights.

Steinmeier acknowledged the rise in refugees crossing into Germany via unconventional routes, specifically mentioning Poland and Belarus. He cited these border crossings as a possible tactic to instigate domestic debates on migration and refugee admission, escalating political turmoil in countries such as Finland and Germany. Although he conceded that it is unclear if Russia intentionally promotes this strategy, he suggested it isn't merely a coincidence.

Notably, as heads of state, both Steinmeier and Niinistö must tread a delicate line between safeguarding national security, upholding human rights, and providing for the well-being of refugees.
