States with Limitations on Sports Gambling in the U.S. - Continuation 3

In the ever-evolving world of sports, the landscape of sports betting is undergoing significant changes. As of 2025, 38 U.S. states and the District of Columbia have legalized sports betting, either online, retail, or both [1][2]. However, several states continue to have restrictions or only partially allow sports betting.

Alabama: Sports betting is completely illegal; recent bills to legalize it have failed [2][5].

Alaska: Sports betting is prohibited; although there have been recent attempts to legalize mobile sports betting, these efforts remain stalled in committee [2].

Mississippi: Retail sports betting is legal, but online sports betting expansion efforts have failed, so betting remains limited to retail locations [3].

Washington and Wisconsin: Sports betting is restricted to tribal casinos with limited or no broader legalization [3].

Hawaii and Utah: Both states have blanket bans on all forms of legalized gambling, including sports betting [4].

States with pending or partial legalization: States such as Georgia and Minnesota are experiencing legislative hurdles or partial allowances, for example, tribal online licenses or retail betting expansions are under debate but have not fully passed [3].

Texas: Discussions about changing the laws to allow sports betting are constant, but as of now, traditional sports betting remains illegal.

Georgia: Sports betting is not allowed.

Oklahoma: Discussions about legalizing sports betting are ongoing, but no decisions have been made yet.

Florida: Sports betting has a complex history with tribal casinos. After a temporary ban, sports betting is now allowed, but it's not yet offered.

South Carolina: Sports betting is not legal.

Meanwhile, some states have embraced sports betting. Maine legalized sports betting in May 2022, but as of now, there are no betting shops available. North Carolina allows sports betting in two tribal casinos in the western part of the state since 2019, with the rest of the state following suit in the summer of 2023. Vermont recently legalized sports betting, but no providers are available yet.

In Wisconsin, betting on the territory of three tribes is allowed due to the lack of law regulating sports betting. In South Dakota, sports betting is almost exclusively possible on tribal lands, with an exception in the city of Deadwood.

North Dakota's law neither allows nor prohibits sports betting, but three tribal casinos can offer sports betting due to their autonomous legislation. In Germany, recent changes to the State Gambling Treaty limit bets to 1,000 euros per person per month and ban so-called live bets.

The sports betting landscape in the United States continues to evolve, with more states expected to join the ranks of those allowing sports betting in the near future. Stay tuned for updates on this dynamic and exciting field.

Online casinos in Germany have stricter regulations, such as a limit of 1,000 euros per person per month and a ban on live bets, unlike the more flexible sports-betting landscape in the United States, where states such as Maine, North Carolina, and Vermont have recently legalized sports betting. Meanwhile, despite ongoing discussions, countries like Oklahoma and Texas continue to ban sports betting, much like Germany.
