A Call for Better Support for Victims of DDR State Doping

State official from SED pushes for improved financial reparations for individuals harmed by state-sanctioned doping during DDR period - State Victim Advocate Pushes for Enhanced Remuneration for Individuals Affected by Government-Sanctioned Performance-Enhancing Drugs

The sports system under the DDR's regime has left a dark legacy, affecting not only the athletes of the time but also thousands of individuals who continue to grapple with the physical and mental health repercussions of forced doping. In her annual report, Evelyn Zupke - Federal Commissioner for the Victims of the SED Dictatorship in Germany - called for better, long-term support for these victims.

Zupke emphasized the pressing need to create adequate support systems for those already suffering from long-term and serious health issues caused by doping substances. These victims were often used as pawns by the SED regime, sacrificed for their medal hunger without their knowledge or consent. The report documents the ruthless pursuit of medals by the state leaders, leaving many victims with long-lasting health complications.

Since the expiration of the Doping Victim Assistance Act in 2019, there has been a lack of suitable instruments to fully support these victims. Only those living in Thuringia and facing economic hardship can seek help from a hardship fund, with only a few success stories so far. The report highlights the need for more comprehensive and accessible financial compensation and health support options.

Zupke announced that a report addressing the situation of doping victims and providing recommendations for action will be presented to the Bundestag this fall. This report aims to ensure that victims of DDR forced doping receive better and timely support with urgency.

In her address to Julia Klöckner, Bundestag President (CDU), Zupke criticized the lack of recognition of persecution-related health damages among the victims of political violence, a problem not limited to doping victims. She highlighted various forms of injustice suffered by victims, including stigmatization, professional discrimination, and politically motivated child removal.

Zupke did praise an early-year law that aimed to address some of these issues, with improvements for victims' pensions, simplified recognition of persecution-related health damages, and compensation for forced resettlement. Establishing a nationwide hardship fund also provides essential, unbureaucratic support for those affected.

Overall, Zupke praised the Bundestag's shift in dealing with SED victims and renewed the commitment of the new federal government to continue this course. To bring attention to the fate of these victims, Zupke emphasized the importance of memorial sites, calling for further promotion and investment to prepare these learning spaces for the digital age.
