The initial stage of the examination process involves self-disclosure by the employees. The Hessian Landtag's office will be responsible for implementing this process. If needed, additional information can be requested from the Office for the Protection of the Constitution and the State Criminal Police Office.
The Hessian Landtag's office will also obtain the employee's criminal record from the authorities. The aim of this scrutiny is to prevent anti-constitutionalists from being funded by taxpayers' money and from gaining access to the Landtag's infrastructure.
The proposed amendment also seeks to safeguard the Hessian Landtag's role in upholding the constitution and democratic order. By ensuring that its staff and those granted access to its resources uphold constitutional values and are not affiliated with extremist or unconstitutional activities, the Landtag intends to protect its democratic processes from potential threats.

The proposal has been submitted to the five parliamentary groups in Wiesbaden for consideration.
