Daycare Center Staffing Woes in Thuringia's Kindergartens

In recent research, it's been discovered that preschool educators in Thuringia are often handling more children than they should. An overwhelming 95% of under-threes and 88% of children aged three and above are being cared for in groups with improper staffing ratios. These conclusions were drawn by the Bertelsmann Foundation for the current "State Monitoring of Early Childhood Education Systems." The study reveals that the typical full-time educator in Thuringia is responsible for an average of 5.1 children in all-day care. In contrast, the ratio in western German states is 1 to 3.4, and experts even suggest a ideal ratio of 1 to 3.

According to education experts, kindergarten staffing ratios are also inadequate. With a ratio of 1 to 10.3, it falls below the value of 1 to 7.7 in western German states and under the recommended 1 to 7.5 ratio.

"When one specialist is responsible for more children than scientifically recommended, the quality of educational practices suffers," says Kathrin Bock-Famulla, an early childhood education expert at the Bertelsmann Foundation. She advocates for the Thuringian state government to create the necessary legal framework to enable daycare centers to hire more staff.

The Thuringian state parliament is currently discussing several amendments to the Kindergarten Act. The Left, SPD, and Green parties propose abolishing fees for a third year of nursery school and improving care for children aged four and over. However, this reform would be costly and has not been factored into the draft budget. The CDU is open to both concerns but prioritizes enhancing care quality.

In Thuringia's Kindergartens, the average educator manages 10.3 children, a number that falls below the recommended 1 to 7.5 ratio in western German states. This high ratio may negatively impact the educational quality provided in Kindergartens.

Underlying Issues

Germany faces a grave labor shortage of approximately 125,000 skilled workers in the childcare sector, as revealed by the Paritätische Gesamtverband. Struggles with staff shortages and underfinancing in childcare centers and immigration services can contribute to unfavorable situations, such as those observed in Thuringia.

To alleviate these challenges, the Thuringian state government could create a favorable legal environment for hiring more staff in daycare centers. Potential measures include better funding, incentives, and reforms to attract and retain qualified educators.

Conclusion

Addressing the staffing ratio issue in Thuringia's Kindergartens is crucial to improving educational quality and safeguarding the well-being of children in all-day care. Further exploration of legal frameworks and concrete solutions can help address this concern and ensure children receive the care they deserve.
