A Cloudy Forecast for Oklahoma's Sports Betting Market

Sports wagering in Oklahoma remains uncertain as the Governor continues to impose a 2023 bill, causing a potential delay.

optimism that sports betting would become legal in Oklahoma by 2025 seems to be fading. Governor Kevin Stitt's insistence on pushing his 2023 agenda threatens to derail the plans.

Stitt's 2023 plan aims to achieve a balance in the market, fearing a tribal monopoly. Last Monday, he revitalized this controversial plan that intends to grant the state's federally recognized Native American tribes control over in-person wagering while excluding them from mobile sports betting.

Recently, Oklahoma Senate's Majority Whip, State Sen. Bill Coleman, expressed optimism about three newly proposed sports betting bills, suggesting multiple paths for the Oklahoma Legislature to legalize sports gaming this year. However, Stitt's position appears to challenge these hopes.

Deja Vu or a Detour?

Stitt's steadfastness returns only a week after Coleman expressed optimism. Coleman's SB 585 bill allows for tribes to offer mobile sports betting on sovereign land and provides the Oklahoma City Thunder an opportunity to enter the market. Industry analysts, meanwhile, favor SB 164, which gives regulatory power to the Oklahoma Lottery Commission, yet still permits "tribes and non-tribal entities" to apply for a "sports pools" license.

Governor Stitt remains unwavering, referencing the plan he posted on social media during his visit to Israel, which drew support for the Netanyahu administration in the wake of Palestinian terrorist attacks.

"I promised Oklahomans if we pursued sports betting, we would do it right - and this plan does just that," states Stitt [1].

The Road Ahead

Stitt's plan, which grants tribes in-person sports betting at retail casinos, faces significant opposition. In early February, the Oklahoma Indian Gaming Association expressed concern that proposals must provide economic benefits to all parties involved and preserve tribal-state gaming compacts [2].

However, Stitt remains immovable, suggesting tribes can incorporate sports betting into their existing infrastructure and create a mobile platform for customers [3].

As of May 2025, sports betting remains illegal in Oklahoma, with efforts to legalize it stalled for the year due to disagreements between the Governor and tribal nations. The lack of consensus has resulted in no legal sports betting market in the state at present. Lawmakers are planning to study the issue further over the summer before revisiting potential legalization in the 2026 session. One bill even includes a fallback option for a voter referendum on sports betting legalization in 2026 [1].
