Balancing the Scale - SPD Leader Pushes for Social Justice and Housing Reforms
Senior SPD member and state leader Raed Saleh has been a vocal advocate for social justice and housing reforms in Germany. With the upcoming federal party conference at the forefront, Saleh voiced his concerns to the German Press Agency, emphasizing the need for a renewed focus on social issues.
"Our society isn't split along ethnic lines but by fairness and equality. The primary social concern is to distribute the burden of crises and changes more equitably," Saleh declared gruffly. The SPD chief belives that the party must re-emphasize its social agenda, especially in areas like welfare distribution, rent regulations, and challenge the modern renovation levy.
Burden Sharing and the Unfair Distribution of Crisis Costs
Saleh pointed out that the climate crisis burden is disproportionately distributed, with companies reaping windfall profits while failing to pass on raises costs to consumers. He argued that the German government needs to intervene, using regulation and redistribution to address these imbalances.
Rent Mobility and the Need for a Rent Cap
Raed Saleh also highlighted the need for rent caps, arguing that soaring rents are putting a heavy financial strain on many people, from Berlin to Kassel. "Legal obstacles set by the Karlsruhe courts," he said, "requires the federal government to provide a framework that enables the states to institute rent caps."
Revamping the SPD's Basic Program
Recognizing that the political landscape has changed drastically since 2007, Saleh called for a revision of the SPD's fundamental policy framework. Key areas requiring revisions include digitalization, the climate crisis, migration, and the balance between work and family life. "An update of our core values is necessary to remain relevant to modern society," Saleh asserted.
Enhancing the Housing Allowance and Social Housing Funding
Another proposal from Saleh involves improving and routinely adjusting the housing allowance to suit the needs of low-income households. Additionally, he supports increasing funding for social housing by establishing a "Germany Fund," which would provide capital to housing associations and cooperatives to boost housing construction.
Abolishing Rent Increases for Property Tax and Passing on Modernization Costs
The SPD, in collaboration with the Greens, advocates for the abolition of passing on property tax to tenants or at least implementing a strict limit on such transitions. Additionally, they propose reducing the maximum amount of modernization costs that landlords can charge tenants.

To alleviate housing strain, the SPD has also proposed several measures, including:
- Extending the Rent Brake, a regulatory measure, and making it permanent
- Closing rent brake loopholes, such as for furnished apartments, and including recently-built properties within its reach
- Imposing a cap on index-linked rents and reducing the maximum rennovation cost to be passed on to tenants
- Abolishing the passing on of property tax to tenants, with the Greens advocating for outright abolition and the SPD proposing limits
These measures reflect the SPD's dedication to reducing housing costs, ensuring fair social distribution of property and rennovation burdens, and updating their policy framework to address modern crises and societal changes.
