What's the Big Deal with Emergency Loans?
Earlier this April, the state constitutional court nixed the 2024 budget for harboring authorization for emergency loans. Christoph Bruening, court president, explained that a budget plan is invalid if it allows for emergency loans. Furthermore, the court noted a lack of a constitutional debt repayment plan.
Three emergency loans were granted due to the storm surge on the Baltic coast in October 2023, the Russian attack on Ukraine, and the Corona pandemic. The constitutional court understood these emergencies were beyond the state's control. However, it couldn't be proven that these crises would significantly impact Schleswig-Holstein's financial situation in the 2024 budget year.
The Opposition Wants a Plan B
Raudies criticized the coalition for disregarding fundamental constitutional principles when drafting the 2024 budget. "It's mind-boggling how the state government tripped over such basic constitutional rules despite repeated warnings from the SPD faction," Raudies laments.
Raudies and Kraemer had earlier submitted a parliamentary motion advocating for a reform of the debt repayment law. Finance Minister Silke Schneider (Greens) promises to spill the beans on the effects of the state constitutional court ruling at 1:00 PM in Kiel.
