In the wake of the Constitutional Court's ruling on the 2024 budget, which relied on emergency loans, SP D and the FDP are pressing for a supplementary budget by the Landtag's June session. SPD finance politician Beate Raudies asserted, "Time's a-wasting — we need action now to mend Schleswig-Holstein before it's too late!" The state government must swiftly present a constitutionally sound supplementary budget to the parliament.

FDP finance politician Annabell Krämer ramped up the pressure, "Enough of the sleight-of-hand with the budget; it's about our citizens' hard-earned cash!" If the CDU truly values the Court's ruling, they'll tackle their mistakes promptly, rather than holding off until autumn when the federal government unveils its debt solutions.

Court Blasts Emergency Loans

The Court's mid-April verdict deemed the 2024 budget unconstitutional. Budget plans violate the Constitution if they incorporate authorization for emergency loans, or so said the Court's president, Christoph Brüning. Additionally, no constitutional tilgungsplan was in place.

The three emergency loans in the 2024 fiscal year were justified by storm surge on the Baltic coast in October 2023, Russian aggression against Ukraine, and the Corona pandemic. The Court acknowledged those emergencies were beyond the state's control. Yet, it was not sufficiently explained how these emergencies would severely impact the state's financial situation in the 2024 fiscal year.

Opposition calls for Tilgungsplan Reform

Raudies accused the coalition of blatantly flouting fundamental constitutional principles in drafting the 2024 budget. "I can't believe state leadership could stumble so badly, despite warnings from the SPD faction! This shoddy work is now haunting them."

Previously, Raudies and Krämer had submitted a motion to the Landtag demanding Tilgungsgesetz reform. Finance Minister Silke Schneider (Greens) will enlighten us with the consequences of the Kiel Constitutional Court's ruling in the early afternoon (13:00).
