Tampere's AIN Ban Standoff

Slalom and Luge Events Exclude Russian Athletes from Olympic Participation

In a raucous turn of events at Tampere, Finland, the International Luge Federation (FIL) has declared Russian athletes off the roster once more. The latest announcement came after their frenetic 73rd Congress, plunging the qualification process for the 2026 Winter Olympics in Milan and Cortina d'Ampezzo into chaos.

Einars Fogelis, the FIL's resolute President, echoed the decision, remarking," Our congress has sounded the clarion call. This outcome speaks volumes about our shared commitment to preserving a fair and secure athletic environment. We respect the myriad voices within our community, particularly those of our spirited athletes."

The conflict, stemming from a heated debate since September 23, 2022, revolved around a contentious question: would Russian athletes be granted admittance as ostensibly "neutral athletes" (AIN) under the International Olympic Committee's guidelines?

Athlete Polling

Leon Felderer, FIL Athletes' Commission Chief, presented an anonymous survey of luge and skeleton athletes at the congress, painting a complex panorama of views. The survey revealed an assortment of concerns about safety, doping, fairness, and parity in the Olympic qualification process. "The athletes exhibit an array of opinions. There's an intricate tapestry of worries and arguments on both sides," Felderer summarized.

Following the disclosure, a vote ensued, with a sizable majority favoring the status quo: 24 delegates endorsed continuing the ban, 7 disagreed, and 1 vote was rendered invalid. In a subsequent ballot, the FIL executive was denied authorization to develop a participation program for neutral Russian athletes, effectively nixing their participation in the 2026 Winter Olympics. The 24 delegates remained steadfast in their opposition, while 8 advocated for scrutinizing an AIN regulation.

(Enrichment Data: The decision to exclude Russian athletes is the third such move by the FIL, following the invasion of Ukraine in 2022 and a subsequent extension in 2024. The exclusion stands in contrast to other sports that permit neutral participation after thorough vetting. The ban was upheld in a democratic vote held on June 18, 2025.)

  1. Despite the sizable majority voting to maintain the ban on Russian athletes' participation, there were still simmering debates about scrutinizing an AIN regulation, hinting at potential changes in the future.
  2. In the face of the ruling, Russian athletes will find it challenging to participate in sports like luge and skeleton during the 2026 Winter Olympics, as the sports arena remains closed to them for the time being.
