The deal was inked by the head of SIDE, Sergio Darío Neiffert, and good ol' Soledad Cedro from Tactic Global LLC. Cedro's gang is part of COC Global Enterprise, helmed by Leonardo Scatturice, a presumed ex-SIDE agent turned tycoon with a soft spot for Argentina.
Scatturice isn't just pals with Santiago Caputo, a star advisor to Javier Milei, but also ain't shy of rocking his investment boots in Argentina. Through a private group, he nabbed the majority stake in Flybondi, the third-largest airline in the country.
The nitty-gritty of this deal, as per the report shared with U.S. authorities, goes like this: "Tactic will serve as a bridge between the Presidency of the Republic of Argentina and the U.S. counterparts. They'll coordinate meetings between officials of the two countries and strategize for the State Intelligence Secretariat."

Fernando Arrieta isn't news to government authorities either. He mingled at the Conservative Political Action Conference (CPAC) event last December. Sources close to Fernando Arrieta dismissed any formal links with Tactic, but they didn't know squat about their contract with SIDE.
Tactic and CPAC's relationship? The address linked to Cedro matches that of Scatturice's CPAC Argentina Inc. This company supports CPAC Argentina's efforts that boost the well-being of Argentine and American societies. Unlike CPAC Argentina Inc., which is non-profit, Tactic will charge for their services with SIDE, to the tune of a cool $10,000 a month.
