The Congressional Wannabe Dumped for Residency Deceit

Yup, you read that right! The Commission on Elections (Comelec) tossed out a shipping tycoon's bid for Camiguin's lone congressional seat. Paul Y. Rodriguez, owner of the Asian Maritime Transportation Corp., failed to meet the essential residency requirements, getting booted from the May 12, 2025 elections.

In a resolution dated April 11, 2025, Comelec's big bosses (en banc) denied Rodriguez's plea to reconsider, confirming their Second Division's previous decision to axe his certificate of candidacy. Jurdin Jesus M. Romualdo, Rodriguez's main competitor, filed the initial petition alleging Rodriguez fibbed about his residency in Camiguin.

Fast forward to the Second Division's ruling, stating Rodriguez lied on his certificate of candidacy by declaring a decade-long stay in Camiguin, while actual evidence demonstrated he resided in Cebu City. Evidence including testimonies from local officials, a mayor's judicial affidavit, and corporate documents from 2020 to 2024 naming Cebu City as Rodriguez's address do the talking.

Missed the bus, buddy!

Rodriguez neglected the deadline to respond to the petition, claiming a sneaky email account hack as the reason behind his inability to access the summons sent by Comelec on Nov. 27, 2024. The Comelec smacked down this excuse, stating candidates need to keep their contact information up and running at all times. Moreover, they noticed Rodriguez only raised a fuss in February 2025 after hearing whispers about his possible disqualification.

Brush up on the residency rules, man!

The residency requirement expects candidates to call the district their home at least a year before the elections. If Rodriguez's case records are probed by the Comelec's Law Department, it may reveal potential election offenses.

Past performances can indicate the future, you know?

Another instance where a politician bit the dust for residency misrepresentation is Marcelino Teodoro, Marikina's Mayor, in December 2024. Teodoro's Certificate of Candidacy (COC) met the ax after the Comelec's First Division decided he hadn't fulfilled the one-year residency requirement for the district he aimed to represent. Teodoro swore he was a resident of Marikina's 1st District, but evidence pointed to Barangay Tumana (a part of Marikina's second district) being his actual home.
