Shifting focus from vineyards to butcher shops - Discussion on security shifts to Solingen

After the tragic stabbing incident in Solingen that left three dead and eight injured, event security in Rhineland-Palatinate, and indeed across Germany, is now under scrutiny. For instance, organizers of the upcoming Mainz Wine Market, starting this Thursday, have reevaluated their security procedures, as reported by Rinaldo Roberto, spokesperson for the Mainz Police Presidency. Similar actions are being taken at the world's largest wine festival, the Wurstmarkt in Bad Dürkheim.

Increased Police Presence and Vigilance

Roberto explained that while the existing security plans, developed collaboratively with organizers, take into account potential attack scenarios, they have been fine-tuned over time and regularly reviewed to incorporate feedback and updates. These plans also outline communication protocols for involved parties before and during events, as demonstrated at the recent Worms Backfish Festival.

In response to the Solingen tragedy, Interior Minister Michael Ebling (SPD) announced an increase in police presence at events. Roberto further elaborated that this would not just involve a numerical boost, but also a heightened vigilance to ensure high public accessibility.

CCTV and Security Services

Worms, host to the Backfish Festival, expressed its condolences over the Solingen incident. Despite this, the city's robust safety strategy, proven effective in recent years, remains firmly in place. Worms has limited entrances, each fortified by a private security service. The security service conducts entry checks, while police and municipal enforcers patrol the festival grounds and surrounding area. Surveillance cameras monitor the area, ensuring constant supervision.

Consistent Liaison with Security Authorities

Worms' safety strategy is anchored in a festival crisis command center, where police, city officials, and event organizers work together. This collaboration is a cornerstone of Worms' emergency response, exemplified in numerous successful past incidents. Bad Dürkheim, which hosts the Wurstmarkt, shares a similar stance, emphasizing the importance of consistent communication with security authorities.

At the German Film Festival in Ludwigshafen, organizers reported an average attendance of between 2,000 and 3,000 people. In response to the Solingen incident, larger bags, backpacks, and other items are now being subjected to random checks at the festival entrance. Entry points are also being restricted as a precautionary measure. The police do not currently perceive an immediate danger, but their presence will be bolstered on weekends as an added safety measure.

With escalating concerns about extremism in the wake of the Solingen incident, event organizers and security agencies are reevaluating their strategies to fortify security measures. Interior Minister Ebling emphasized the need for enhanced police presence at future events to deter potential attacks.

Additional Insights:

Following the Solingen incident, event security has undergone significant enhancements in Rhineland-Palatina and other German cities. This transformation includes:

  1. Force Protection Exercises: U.S. Army Garrison Rheinland-Pfalz conducted a force protection exercise across its installations, incorporating vehicle inspections, troop diversions, and access control measures. Community Reaction Forces and additional military police patrols were activated and strategically deployed in response to the heightened security scenario.
  2. Enhanced Communication and Alert Systems: The ALERT Mass Warning Notification System has become a vital communication line for emergency alerts. All US Army personnel stationed in Europe are required to register, with family members strongly encouraged to do so as well.
  3. Community Engagement and Coordination: Authorities and event organizers have been working together more closely, implementing new legal powers, strengthening the Office for the Protection of the Constitution, and improving data exchange among all authorities.
  4. Cybersecurity Measures: The area has faced an increase in cybersecurity incidents, including ransomware attacks on schools and DDoS attacks on government institutions. This has led to a focus on strengthening cyber resilience through initiatives like the Kommunale Cybersicherheit action program.
  5. Public Awareness and Preparedness: Public information campaigns have been launched to raise awareness about potential threats and the importance of preparedness, with official channels like Facebook and Instagram providing real-time emergency and event updates.
