In the Thuringian state parliament, politicians have voiced their concerns over the delays and soaring costs associated with the construction of a joint Thuringian-Saxon prison in Zwickau. "What a mess," stated FDP MP Dirk Bergner during a debate, voicing doubts about the completion date and ultimate price tag.

Originally scheduled for completion in 2019, the project's timeline has since been pushed back to 2025. The projected expenses have also doubled. Designed to house up to 820 prisoners, with 450 from Saxony and 370 from Thuringia, this new prison aims to replace several existing facilities. The agreement for the project was signed by the two states in 2014.

Upon further examination, left-wing MP Sascha Bilay accused Thuringia's former finance minister Wolfgang Voss of prioritizing Saxony's interests due to his past role as a State Secretary of Finance in Saxony. Bilay argued that the state treaty was detrimental to Thuringia's interests.

CDU MP Stefan Schard advocated for swift action to bring the Zwickau prison online as soon as possible. The SPD's Dorothea Marx shared concerns that the situation could negatively impact Thuringia's prison system.

Thuringia's Justice Minister Doreen Denstädt clarified that the state bore a 45.12% share of the costs, according to the state treaty. She also noted that the contract lacked any safeguards and was agreed upon from a disadvantageous negotiating position for Thuringia.

Consequently, the anticipated commissioning date now falls within the first quarter of 2025. A revised construction schedule and timeline are needed for approval. The initial cost estimate of 149.5 million euros in 2014 has now ballooned to 302.8 million euros. Denstädt warned that Saxony may ante up additional expenses.
