Senate approves cooperation with UAE for construction of wind energy facilities
In Dubai, on December 2, 2023, a groundbreaking deal was inked. This eye-catching partnership plans to construct a 1 GW wind power plant, along with a sizable 300 MW/600 MWh energy storage system, right in the heart of Zhambyl, Kazakhstan.
The electricity generated from this wind farm will cost a tidy 4.49 cents USD/kWh, a pricepoint designed to balance international standards, project profitability, and attract foreign investment and state support. This tariff covers the construction costs, energy storage systems, and electricity generation expenses.
The Kazakhstan side guarantees to offset any increased costs, such as changes in legislation, grid rules, competing projects, and surges in land prices, for the investor. Furthermore, they've promised to prevent nearby projects or construction that might affect wind flow for power generation.
This ambitious project is being spearheaded by a collaborative consortium of several shareholders:
- Masdar (UAE) – snapping up a substantial 40% stake, leading the charge as the main investor.
- Double Solar (UAE) – proudly holding another 40% of the shares.
- KazakhGreenPower – securing a modest 18% stake.
- Kazakhstan Investment Fund for Development – scraping in with a humble 2% share.
The project requires the construction of around 400 km of high-voltage power lines to connect the wind farm to the national power grid. The project's ultimate goal is to bolster the transit potential of the southern zone of Kazakhstan’s Unified Power System.
With an anticipated investment of around $1.4 billion, this initiative will generate approximately 1000 temporary and 100 permanent jobs, creating a substantial economic boost. Moreover, it's expected to generate an additional 3.4 billion kWh of "green" energy annually.
