Security Measures for Indian VIPs under Z-Plus Protection: Functions during Detention and Demonstrations
Article Title: The Role of Security Personnel in VIP Detentions: A Case Study of Rahul Gandhi
In a recent incident, Congress leader Rahul Gandhi was detained during a protest. This event provided a clear demonstration of the protocol followed when a VIP with Z-plus security, like Mr. Gandhi, is detained in India.
During such situations, the security contingent assigned to the VIP, typically Central Armed Police Forces (CAPF) personnel, continue to provide protection as far as practically possible. However, they do not intervene in the legal process of detention or arrest. Instead, they escort the VIP until custody is formally handed over to the police.
Once Mr. Gandhi was taken into police custody, the responsibility for his safety shifted to the law enforcement authorities managing the detention. The CAPF personnel, who are part of a team of around 55 to 60 personnel working in shifts, continued to ensure his physical safety within the limits of legal procedures.
The Z-plus security team, which includes personnel from paramilitary forces like the CRPF, is responsible for both close personal protection and securing the residence and movement of the VIP. During public interactions, security protocols are strictly managed to prevent breaches while balancing accessibility.
It's important to note that security teams are not usually pre-briefed on a leader's actions. Instead, they are trained to make quick judgment calls in unforeseen circumstances. In the case of Mr. Gandhi's detention, his CAPF personnel closely coordinated with the Delhi Police to ensure his safety without hindering the actions of the police.
If a leader is taken into custody, the security detail does not interfere with the arrest. Instead, they focus on securing the vehicle and the location where the leader is being held. This protocol maintains the chain of custody and ensures respect for law enforcement actions while balancing the safety of high-profile individuals with Z-plus protection.
Retired CRPF officials explain that leaders with Z-plus security are secured by CAPF personnel, not state police. Their role is to ensure the safety of their leader without impeding the functioning of the police or civil authority. This balance, as demonstrated in the coordination between CAPF, local police, and other law enforcement agencies in Mr. Gandhi's case, assures both the security of VIPs and adherence to legal proceedings.
