Saxony-Anhalt Proposes Sweeping Reforms to Modernize Architects Act
The state government today submitted its draft bill to amend the Architects Act to the state parliament. The proposed changes will cover registration procedures, training content, and professional responsibilities, among other areas.
Economic Affairs Minister Michael Richter stated: "With this draft legislation, we are sending an important signal for modernized professional regulations governing architects and urban planners in Saxony-Anhalt, ensuring the quality of their professional practice."
The bill's key priorities reflect this ambition:
- The scope of architects' and urban planners' work will be updated to meet new technical and societal demands. Measures to promote biodiversity (such as green roofs and wildflower meadows), reduce energy consumption, and integrate renewable energy sources will now be mandatory in planning. Greater emphasis will also be placed on public participation and social considerations, including affordable housing and barrier-free access.
- By adopting reforms to partnership law, professionals will now be able to practice in business structures such as GmbH & Co. KG, general partnerships (OHG), and limited partnerships (KG)—a change particularly appealing to young firms and innovative teams.
- Graduates of architecture and urban planning programs will be eligible for admission to the Chamber of Architects as junior members, allowing them to use the professional titles "Junior Architect" or "Junior Urban Planner."
- Applications for registration in the architects' and urban planners' directory (maintained by the Chamber of Architects) and notifications of professional activities can now be submitted electronically.
- Academic and continuing education curricula will be expanded to include core topics such as building planning and regulatory law, accessible design, and climate adaptation for buildings.
- Foreign professional qualifications will now be eligible for recognition before applicants arrive in Germany.
