"Last year, we bumped into a sticky situation when the contractor hit a roadblock at the final stages of the Sambo Center project due to the regulations governing the historical boundaries of federal-significance settlements in Tomsk," Mahina explained. "These regulations impose certain restrictions on building height and other parameters."
