Rwanda and Congo Sign Historic Peace Agreement: A New Chapter for Eastern Congo?

Guess what, folks? The persistent conflict in eastern Democratic Republic of Congo (DRC) might finally be reaching its end. Rwanda and the DRC have inked a peace agreement, in a bid to put a permanent halt to decades of chaos that's left the region wracked with violence.

The Rwanda-backed M23 militia seized control of significant areas in the DRC since the beginning of the year, including the cities of Goma and Bukavu. The DRC government accused Rwanda of directly supporting the M23 militia and plundering the mineral resources of the eastern provinces of North and South Kivu. Rwanda flatly denied these claims and countered that the DRC government endorsed the FLDR rebel group.

In an unexpected move, Rwanda and the DRC agreed to a truce in April and promised a peace agreement mediated by Qatar, the US, and the African Union. Kudos to diplomacy, eh?

Although the agreement doesn't directly reference the M23 militia, Rwanda is urged to withdraw their "defensive measures." The deal also calls for the neutralization of the FDLR – a militia linked to the Rwandan genocide that Rwanda considers a threat to their security.

U.S. Secretary of State Rubio praised the signing, stating it allows people to "dream and hope for a better life." Yet, the hard work lies ahead.

The German Foreign Office lauded the agreement, calling it an "important stride towards peace" in the region. Now, it's imperative to carry out the essential points on both sides: recognition of each country's territorial integrity, discontinuation of hostilities, and the "neutralization" of armed groups in the eastern DRC.

While the agreement was in the works, both countries were also busy engaging in bilateral negotiations to win favor from the U.S. government. The DRC proposed a resource agreement patterned after an agreement between Ukraine and the U.S., while Rwanda is contemplating accepting deported migrants.
