In 2019, businesses and social sector organisations spent 336 billion rubles on compliance. Five years later, those costs have dropped tenfold, falling to just 35 billion rubles in 2022. The sharp decline follows regulatory changes and stricter oversight of state inspections.

The reforms have cut compliance costs and reduced administrative strain on businesses. Companies now operate with fewer disruptions, while state oversight remains more targeted. The changes reflect a broader shift in how Russia regulates its business sector.
