Russia's press secretary affirms private discourse on Russia's "peace plan" is preferred.
Kremlin spokesperson Dmitry Peskov has declined to elaborate on the conditions Russia will set in its proposed ceasefire memorandum for Ukraine, citing the need for private discussions. According to Peskov, any public disclosure of the memorandum's contents is inappropriate for ongoing negotiations.
Notably, Peskov criticized Ukraine's demand to immediately receive the memorandum, deeming it unconstructive. Russia had proposed a meeting in Istanbul on June 2nd; however, no response has been received from Kyiv as of yet. The spokesperson emphasized the importance of continuing direct Russian-Ukrainian negotiations.
When asked about the potential for a conversation between President Putin and Donald Trump, Peskov stated that such a meeting could take place at any time if necessary, as all communication channels remain open.
In previous developments, Russian Foreign Minister Sergei Lavrov announced that the second round of talks with Ukraine would be held in Istanbul on June 2nd. Defence Minister Rustem Umierov, who headed Ukraine's delegation during the initial talks in Istanbul, handed over a document reflecting Ukraine's position, awaiting a response from Russia in the form of a memorandum.
Last month, direct talks between Russian and Ukrainian delegations took place for the first time in over three years in Istanbul, with the Russian representatives allegedly behaving aggressively and issuing threats to the Ukrainian side, according to Serhii Kyslytsia, First Deputy Foreign Minister of Ukraine and a member of the Ukrainian delegation at the Istanbul talks with Russia.
On May 19th, Putin expressed Russia's readiness to work on a memorandum with Ukraine, which might include a temporary ceasefire. On the same day, Ukrainian President Volodymyr Zelenskyy stated that Kyiv would await the Russian memorandum, noting that they would be able to formulate their response. On May 23rd, Zelenskyy deemed Russia's drafting of the so-called "memorandum" on a ceasefire as a mockery of the entire world.
Russian officials have indicated that any ceasefire would hinge on Ukraine ending military mobilization, halting Western weapon deliveries, and addressing Russia's larger geopolitical and cultural grievances. However, no specific details regarding the draft memorandum have been publicly disclosed or shared with Ukraine as of May 29th.
The ongoing political discussions surrounding war-and-conflicts, such as the proposed ceasefire between Russia and Ukraine, are deeply intertwined with policy-and-legislation and general news. In the midst of these negotiations, Kremlin spokesperson Dmitry Peskov has maintained that private talks are necessary to finalize the memorandum's conditions, refraining from public disclosure due to the sensitive nature of the negotiations.
