In a series of talks, Russian President Vladimir Putin has been engaging with key global leaders, including US envoy Steve Witkoff, in an attempt to find a resolution to the ongoing conflict in Ukraine.

During their discussions in Moscow, the specific proposals put forward for ending the war primarily revolve around a ceasefire and controversial land swap talks. These negotiations, if agreed upon, would effectively lock in Russia's occupation of territory seized during its invasion.

The Kremlin's terms appear to demand territorial concessions from Ukraine upfront, with critical security issues to be addressed later in subsequent peace negotiations. These security issues include acceptance by Russia of continued US and NATO arms supplies to Ukraine and the stationing of European peacekeepers in the country.

The US has made tactical concessions in the negotiation process, such as allowing Putin to avoid an August 8 deadline and excluding Ukrainian President Zelenskyy from the talks, a move that has been criticized for sidelining Ukraine’s direct involvement in determining its own future. This approach has raised concerns among the European Union, which insists that any peace deal must involve Ukraine’s consent and fears that a US-Russia agreement excluding Ukraine could undermine Western unity and prolong the conflict.

As the first US-Russia summit since 2021 approaches, scheduled to take place in the coming days, the location remains undisclosed. The potential summit is to discuss the Ukraine conflict.

In addition to his talks with Witkoff, Putin has also reportedly spoken with Belarusian leader Alexander Lukashenko, as well as the leaders of Uzbekistan and Kazakhstan. Both Uzbek and Kazakh leaders reportedly support diplomatic efforts to end the Ukraine war.

However, neither the US nor Russia has provided details on the proposals presented by US envoy Steve Witkoff. Meanwhile, Putin has been consulting with his Security Council on regional issues, according to official statements. Chinese media reported a call between Putin and Chinese President Xi Jinping.

The durability and legitimacy of any agreement made solely between the US and Russia are now under question, given the exclusion of Ukraine from direct talks. This exclusion has caused European opposition and skepticism about the potential outcome of the upcoming summit.

Putin's war against Ukraine has been ongoing for almost three and a half years, and the stakes are high as world leaders strive to find a peaceful resolution to the conflict.
